Intent: Introduce a nationally consistent format for Large-Scale Residential Development (LRD) Opinions, which would improve clarity and consistency across authorities including:•A clear statement on whether the proposal constitutes a reasonable basis•Structured categorisation of: Items requiring further consideration & Additional information requirements::Enhance the status of pre-application outputs by reducing the scope for new issues to arise at RFI stage and requiring justification where RFIs materially deviate from pre-application positions.::Introduce a formal monitoring framework for RFI rates.::Introduce a more coordinated internal approach within Local Authorities, with the introduction of a single lead or case manager to consolidate inputs to deliver a corporate view, and to ensure ownership of the process.
Intent: Greater alignment of the approach by Local Authorities on the implementation of Housing Growth Requirement under revised national planning framework.
Intent: To highlight reforms of the policy environment which would address vacancy and dereliction in Ireland's towns and cities and the importance of prioritising adaptive use in the next housing plan.
