Intent: To invite the new EU Commissioner for Agriculture to address the IFA 70th AGM.::To invite the Minister for Agriculture and the Ministers of State at the Department of Agriculture, Food and the Marine to the IFA 70th AGM::To highlight the importance of the next CAP and how it will work for Irish farming. In particular, a level of funding that recognises the cost pressures farmers face in producing quality food to the highest standards. The CAP Budget has been redirected to supporting environmental ambition rather than production, which must stop. ::To highlight that the EU needs to have a separate environment fund with new money to deliver climate ambition.::To stress that Pillar II of the next Common Agricultural Policy cannot be based on cost incurred, income foregone. It must leave a return for the farmer.::To highlight that in the current CAP, GAEC 2 is going to cause problems. The potential impact for the thousands of farmers in this country working on peat soils could be significa

Intent: To demonstrate concern at the overall reduction in funding for the horticulture industry in Budget 2025 by almost 25%. Last year, there was funding of €10M for Investment Aid for the Development of the Commercial Horticulture Sector and a further €1.35M for Investment Aid for Innovation and Diversification in Horticulture. This year the combined funding for both schemes is €8.5M.::To highlight that, as part of the Horticulture Strategy, there is an ambition to increase the farm gate value of the sector by 30% to €688 million by the end of 2027. With a 25% reduction in the overall horticulture budget announced, this is becoming increasingly unrealistic.::To highlight that,as part of the budget, it was announced that horticultural growers who planted and declared field grown food crops in 2024 on their Basic Income Support for Sustainability (BISS) application will receive the €100/hectare tillage payment. While positive, this level of funding will do little to combat the soaring input c

Intent: To highlight a number of key areas of concern relating to the Finance Bill 2024. The following sets out these concerns along with proposed amendments to address same.::Conditionality associated with qualifying for Agricultural Relief::The availability of Agricultural Relief, which discounts agricultural assets by 90% to qualifying farmers on transfer, is critical to support the transfer of family farms to the next generation thereby supporting generational renewal within the agricultural sector.::The continued availability of agricultural relief to genuine farmers and their families is a key objective of IFA. In recent years, agricultural use has been availed of by investors to transfer wealth to the next generation in a tax-efficient manner. To address this, IFA proposed the following in our submission ahead of Budget 2025::• To avail of Agricultural Relief the transferor or transferee, or a combination of both, must pass the active farmer test set out under the current Agricultural r

Intent: To meet with the Minister of State in the Department of Agriculture, Food, and the Marine to seek resolutions to the issues and difficulties facing the forestry sector.::Climate Resilient Reforestation Pilot Scheme::To acknowledge that the development of a reforestation scheme is critical to the future viability of the forestry sector.::To highlight that it is vital that the scheme is fit for purpose and an attractive option for forestry owners to participate in.::To outline significant concerns with aspects of the pilot scheme which IFA believe will significantly impact its efficacy. These include the exclusion of setback areas in commercial forests and the proposed seven-year eco-scheme system payment, which is much too short.::To highlight that the scheme overall is very disappointing especially for commercial forests where a setback will apply, and the area is not included in this scheme.::To emphasise that the proposed seven-year payments for ecosystems are far too short and shoul

Intent: To emphasise that the challenges facing the Irish agriculture sector will require concerted action from all stakeholders, specifically the Government.::To stress that the viability of Irish farms and the pressures that exist for farmers must be recognised by Government.::To highlight that rising costs, increased regulation and tighter margins due to retailer dominance have all had a devastating effect on farm incomes. All stakeholders must work together to find a way to reward those who are putting in the work and investment.
