Intent: Member States and the European Parliament should increase the humanitarian budget proposed by the European Commission for 2026 to €2.6 billion.Member States and the European Parliament must ensure that funds from the Emergency Aid Reserve (EAR) are additional to the humanitarian aid budget line and can be mobilised for humanitarian crises outside the EU throughout the whole financial year.
