Intent: To highlight the following priorities for Budget 2024::Brexit Adjustment Reserve (BAR).::- A fair share of the €1bn Brexit Adjustment Reserve (BAR) must be ringfenced for farmers.::- Potential displacement in the UK market in 2024 of €300m of beef and €75m of sheep meat due to Australia and New Zealand trade deals.::- To date only 5% of fund has gone to primary agriculture.::- No Brexit Adjustment Reserve (BAR) funding should be returned to the EU. Intent: To highlight that the budget of the Department of Agriculture, Food, and the Marine is reduced from €2.14bn to €1.94bn, a 10% reduction. This is a long way short of what is required to bolster a sector which is struggling with high input costs, lower commodity prices and unfavourable weather for many sectors.::To highlight that the 'Climate and Nature Fund' has little detail. Intent: To highlight the growing concern among farmers regarding the potential health and safety risk posed by infected ash trees to road users, but also for themselves as the felling of infected trees is very challenging and poses significant safety risks.::To emphasise that a support scheme to safely remove infected trees is needed. The Roads Act 1990 places a statutory obligation on landowners to ensure that roadside trees do not present a danger to those using public roads. Ash dieback disease weakens trees, therefore increasing the risk of falling branches and tops. The financial responsibility currently falls on the farmers to manage roadside ash trees and to pay for services of professional consultants and contractors.::To seek the introduction of a financial support scheme to be administered by the Local Authorities, who would be responsible for coordinating the safe removal of the trees by providing grants to support farmers to hire relevant professionals to safely fell these trees.:

Intent: To highlight how the New Ash Dieback Scheme must compensate for loss of timber asset.::To require a 100% reconstitution grant for all infected plantations, enabling forest owners to clearfell and replant with tree species that satisfy their management objectives.::To propose that a 20-year premium on replanted land is reinstated to incentivise the restoration of affected areas.::To ensure adequate compensation is paid for the value of the timber asset, based on the valuation of healthy ash plantations at the time of clearance.::To propose that farmers affected by ash dieback are allowed the option not to replant, without penalties, under specific circumstances.::To insist that the Government must implement stronger control measures to prevent the introduction and spread of diseases of tree species that are grant aided under the Afforestation Scheme. Intent: To highlight how successive Government policies have restricted eligible land, eroded productive area, increased the regulatory burden and have made farmers wary of committing their land. The risks associated with planting have become too great.::To emphasise that the Government need to de-risk the investment and provide assurances that their investment will be protected. This is required in order for forestry to be considered a viable option for farmers and to encourage planting at the scale required to meet EU targets.::Payment for Ecosystem Services (PES)::To propose that the Payment for Ecosystem Services (PES) is amended to pay farmers to manage land they are required to provide as areas of biodiversity enhancement and broadleaves. The should not be required to further erode productive areas to qualify for a payment. The Payment for Ecosystem Services (PES) rate should reflect the income foregone from timber production and must be extended beyond the proposed seven years.::Farmer
