Intent: To question the lack of clarity on how the law will be financed when implemented.::To highlight the impact of the Nature Restoration Law on Natura 2000 farmers and, as years progress, all farmers.::To highlight the lack of an economic impact statement to understand how the law will effect on-farm production choices.::To question the inclusion of non-deterioration in Article 4 of the Nature Restoration Law.::To emphasise that farmers would continue to participate in schemes to improve biodiversity, but are completely opposed to the proposed EU Nature Restoration Law on a number of fronts.::1. Dealing with this issue through a law is wrong. We are told it will all be voluntary, but that is not consistent with introducing a legal requirement::2. It is important that those farming within Natura 2000 sites are not over burdened with the requirements to restore habitats and that agricultural activity in these areas, specifically those referenced in Article 4 of the document, is allowed to co

Intent: To emphasise that farmers need a fair income and Standard of living for current and future generations.::- To increase the Common Agricultural Policy (CAP) funding to better align with increased objectives and possible EU enlargement, or reduce the conditionality requirements on farmers.::- That the Common Agricultural Policy (CAP), and its mechanisms, must put farmers and food production at its core in design.::- To alleviate the burden of proof to receive direct support by relying on self-declaration and/or other mechanisms.::- Continuation of the elevated state aid ceiling of €250,000 and €300,000 for the agriculture and fisheries sectors currently in place until June 2024.::- That the Common Agricultural Policy (CAP) budget for organics must be maintained, even with recent new entrants, the area under organic production in Ireland remains significantly below the European average.::- To minimise the supporting documentation required in individual Targeted Agricultural Modernisation

Intent: To highlight that the area devoted to tillage declined by 16% between 2012 and 2020. The area devoted to cereal production has declined consecutively since 2012 with the exception of 2022 when an increase was recorded. However, a 7% decrease in the cereal area was subsequently observed in 2023 with a 26% reduction in overall volume produced (CSO). The cereal area contracted a further 2.75% in 2024.::To highlight that,as it stands at present, when compared with 2023, 2024 will see a net loss of funding for schemes associated with the tillage sector. IFA analysis estimates there will be a net loss of €24 million from combined EU and National Exchequer funded tillage schemes and payments in 2024. IFA believes it is critical that this funding shortfall is addressed with the sector facing into an income crisis.::To propose the establishment of a 5-year Tillage Survival Scheme with an annual payment of €250/ha for commercial tillage farmers which must be introduced in Budget 2025. This is vi
